Russian-Swiss conference on working with juvenile inmates

The Russian-Swiss conference on working with juvenile inmates opened on June 18. Special attention paid to the next issues: prevent recidivism after releasing, re-socialization of the juvenile inmates, transformation of the Russian juvenile correctional colonies into the juvenile correctional centers, staff-training. Working with juvenile inmates is key point for the Russian and Swiss penal system.

The conference was attended by the Russian and Swiss high-ranking officials: Nikolay Kolesnik, deputy director of the FPS of Russia, Valeriy Trofimov, head of the Department of social, psychological and educational assistance of inmates of the FPS of Russia, Pierre Helg, the Ambassador Extraordinary and Plenipotentiary of Swiss Confederation in Russian Federation, Walter Troxler, director of the Swiss penal service, the heads of the juvenile correctional colonies, the Russian and Swiss scientists working with juvenile inmates.

The Penitentiary Services of Russia and Switzerland have been working together for over 15 years. The Swiss experts  involve the experiment of turning the Russian juvenile correctional colonies into juvenile correctional centers.
Currently, the Russian juvenile correctional colonies contains about 2.300 juvenile inmates convicted of grievous and extremely grievous crimes and those previously convicted.

„The Juvenile correctional colonies specialists do a great job for the returning of the young people to a normal live. Their work is based on the Swiss experience in the individual approach to every teenager”, said Valery Trofimov.
33 juvenile correctional centers begin their work in Russia by 2016, where will be used the European and in particular Swiss experience.

In his turn, Pierre Helg said that Switzerland could learn a lot from the Russian colleagues in the field of the aesthetic education organization of juvenile inmates, a high quality level of artistic and cultural events. All these aspects have a positive impact on young people's talents.
